The Navy Doctrine Library System has NWP publications online at: https://portal.nwdc.navy.mil/ndls You will need a CAC reader to access the site. I did a quick search and did not find any NWPs with targeting in the title. There were several NTTPs, though, and other pubs on the site that focused on targeting. I suggest using the advanced search to limit the publications to the Navy and then search using terms like target and targeting in the title and, if you don't find what you need, in the text.
