The NHC does not have any records of the scandals in Newport re: homosexual activity among Naval Training Station personnel. 

The New York Times and the Providence Journal covered the story in 1919 so there is information there. 

Lawrence Murphy visited here some 25 years ago and wrote Perverts by official order:...published in 1988. 

Carroll Kirkpatrick;s Roosevelt and Daniels: A friendship in Poiltics, pbulsihed in 1952 might prove useful. 

The FDR Library in Hyde Park, NY might contain some documentation as Roosevelt and SECNAV Daniels handled this matter.  Daniels'papers are in the Library of Congress.

THe National Archives in D.C.(www.nara.gov) should have the Navy records of the proceedings as well.
