The best place to look is the MERLN Web site: http://jsou.libguides.com/merln. On the right side of the screen are quick links to U.S. policy statements (MiPALS=Military Policy Awareness Links) and regional policy overviews. Links are to specific countries and geographic areas. Included are primary documents from the executive branch, Congress, the Department of Defense, and the Department of State. You may also browse the Department of State Web site: www.state.gov.

If you are interested in the making of U.S. policy in such countries as Afghanistan, Iran, El Salvador, Nicaragua, Japan, and the Philippines, search the Digital National Security Archive, one of the Library's online databases.  You can find it by looking under "D" in the library's A-Z Database list.
