Such papers do not necessarily have the words "white paper" in the title. More likely, the name of the country and the word "defense" or "defence" will be in the title of the document. Search the Internet for a country's Ministry of Defense or armed forces Web page (often spelled out in the language of the country) and look for documents that appear to be a statement of the country's defense position.
